Trade in ICT goods and the 2015 expansion of the WTO information technology agreement

The Information Technology Agreement (ITA) is a sector-specific plurilateral trade agreement with the objective to eliminate import duties on a specified list of goods (ITA goods). It was first adopted in 1997 (ITA I) and subsequently revised and extended in 2015 (ITA II). ITA I had 81 members. As of December 2015, the ITA II had 54 participants, all of which are also members of ITA I. Both agreements aim to gradually eliminate tariffs on ITA goods imports originating from any WTO member. As a result, exports from non-ITA WTO members will also benefit from reduced import tariffs in the ITA member economies. ITA II is to be implemented in participating economies over 2016-2019. It will gradually eliminate duties on a new and revised list of ITA goods (ITA II goods). As of November 2015, the precise modalities for this gradual elimination were still under discussion.
